Meanwhile, the Securities and Exchange Commission proposed its first major crypto-specific rule after unexpectedly reviving the proposal. The Treasury Department also proposed rules to implement the GENIUS Act, beginning work to define how the stablecoin law would operate.
The message is getting clearer: Congress still matters, but regulators have started writing the crypto rulebook with or without it.
